Europe experienced widespread relief on Monday, as the crisis triggered by the introduction of a new comprehensive peace framework for resolving the conflict appeared – momentarily – to have been defused. A Washington representative spoke of "notable headway" after diplomatic discussions in Geneva. On Monday night, Russian leadership made its retaliation: another massive barrage of aerial bombardment on Kyiv.
The Cycle of Diplomacy and Destruction
The sequence of conflicting incidents captured the grim essence of the outgoing year. By day, negotiation efforts are conducted: hopeful statements are delivered from multiple capitals. Significant resources is devoted on managing specific proposals. By night, Moscow clearly shows the world that, for them, war remains the main instrument for achieving "peace".
After-Dark Attacks
As Russia's attack progressed into the early hours of Tuesday, the current condition of Ukraine's exposure was revealed. Ukraine is capable of detecting rocket firings from Russian territory, a capability enabled by current data. From witness perspectives, military aircraft that had been dispatched to counter approaching aerial threats roared overhead – sophisticated military planes delivered to Ukraine by Western partners.
Shortly after, Kyiv's anti-aircraft weapons activated: multiple launches deployed against a hostile projectile. This was a advanced protection mechanism at work, most likely delivered by allied countries. Every firing creates sudden vibrations, shaking the windows. The instant of fear quickly becomes resigned acknowledgment: possibly the approaching threat won't cause damage this time, preventing destruction from ruin and further power outages.
Continuous Dangers
Following this, a heavy machine gun opened up on a drone close by, part of a rapid response unit – probably allied-provided weaponry. Unfortunately, the bullets missed the enemy aircraft – it continued its flight toward its destination.
Intermittently, this continued until dawn. Kyiv greeted the early updates: seven people killed, destruction and infrastructure problems in many homes as a result of the night's assault. As customarily, everyone still went about their day – enduring hostilities. But those full day encapsulated Ukraine's essential dependence on external assistance – a need that European nations are clearly incapable to substitute in the short term.
Ineffective Peace Efforts
The 28-point plan from American leadership sparked intense emotion, discussion and profound anxiety – and momentarily shifted focus from Ukraine's major integrity crisis in years. Yet, we have seen this script before, after prior negotiation attempts and multilateral gatherings.
Every new approach from American administration follows the same pattern: a diplomatic cavalry charge against Ukraine, which Kyiv, with allied governments, manages to fend off. They contain the crisis but never actually secure success. This pattern will, certainly, endure.
Political Considerations
It is convenient to criticize specific actors of consistently pushing Kremlin's demands. But that does not seem to be the complete picture. American leadership works based on a premise understood by seasoned negotiators: you cannot achieve through diplomacy what you have lost on the battlefield. The US administration assumes that it is unrealistic to force Russia to surrender the territory that it already controls in Ukraine's southern or eastern regions.
The issue is that while recognising this factual reality, US leadership does little to prevent Kremlin actions, through statements or actions, from thinking that the status quo will not evolve additionally in its favour in the near future.
Opposing Positions
Therefore, the Kremlin is confident that duration works to their advantage – that Ukraine and its allies are coming close to fatigue. Their incentive to sign a deal that does not give them the maximum possible gain is virtually nonexistent. There may be many attempts to end hostilities, but they will persist as long as Russia's leader remains highly assured in the result.
On the contrary, Kyiv believes that Ukraine can still hold out, slowly losing people and territory but preventing a complete military breakdown until situations evolve in its advantage.
Current Realities
Realistically, there are no genuine requirements for a truce. Now, personal considerations are coming into play: political desires to broker a ceasefire and achieve global acclaim, and the government's double obstacles – on one hand, not to estrange crucial supporters, and on the other, to mobilize citizens around the country's interests against any proposal Kyiv finds unworkable, so that their priority does not switch to internal issues. And although their mission will now be significantly challenging after recent developments, it remains quite doubtful that this will modify their basic position.
These conflicting dynamics are influencing discussions.
Conclusion and Outlook
It took a only one week to terminate the 28 points of the latest plan. Forceful and unpredictable management of the matter by Washington, resistance by Ukraine and the other European countries, along with soothing efforts of negotiators, and finally, recent disclosures, all did their job.
While new proposals based on established approaches are imminent, Kyiv, London and other allied nations should arrive at a critical understanding: Ukraine and Europe will only be able to fend off negotiation assaults from Washington that are founded on Moscow's terms and demonstrate specific hesitation to modify developments, if they maintain solidarity and improve their protective measures at a much faster pace. If they do, neither external pressure nor military threats will be able to break them. In the meantime, Ukraine's ability to counter nocturnal attacks will, for the coming months, mainly require ongoing international assistance.
