Sheff Wed Faces a 'Significant Problem', Says New Football Authority

'Our role is integral to football's future' - independent football regulator David Kogan

The Championship club's ongoing struggles represent a a "significant problem" and the football regulator is seeking powers to look into club affairs in such situations, the newly appointed chairman the official has declared.

In a wide-ranging interview, Kogan, who was recently selected, expressed "sympathy" towards supporters of the Owls.

Kogan met with four fan organizations associated with the football team in recent days.

The football club have been experiencing difficulties in multiple areas in 2025, with the club delaying salary disbursements on several different times, including in last month.

"Clearly Sheffield Wednesday has been a serious issue for football authorities and a significant problem for football," Kogan told.

"Sheffield Wednesday is one of the iconic names for football in England and this week we have met Sheffield Wednesday supporters' groups.

"We're now looking to get powers... which will permit us to bring Wednesday and comparable cases submitted for our review if they warrant scrutiny and acted upon."

Monetary Issues and Leadership Concerns

The club's controversial proprietor Dejphon Chansiri indicated in the summer he would be prepared to relinquish control at Hillsborough, but he has been unable to finalize an agreement with interested parties.

Missed wage deadlines on time in earlier this year led to sanctions by the league officials in mid-year, blocking the team from conducting any player acquisitions for the subsequent signing windows, although those limitations were removed in late summer.

Authority's Position

The regulator explained: "The position was created for the Owls followers, Bury or any football club where fans are dedicated to a local institution that has been part of their lives in multiple situations.

"I completely understand the team's plight, as I do for each organization that in modern times have encountered failure, or nearly ceased operations, for factors unrelated to the supporters."

Questioned about whether the regulator could force an chairman to relinquish a club if they are judged inappropriate, the chairman responded: "When asking whether 'would we intervene in the final instance?', the reply is once we gather the evidence and comprehend the circumstances, we will."

But Kogan stressed that requiring chairmen to relinquish clubs would be considered the final option and the oversight body would choose to work with them.

"Our least desirable course of action is commence engagement with an individual club, an individual owner, without being able to work with that owner to try and resolve the problems affecting the organization and the proprietor's dealing with," Kogan said.

"But the truth is, when you look back over the history of the game, over the past few decades there have been particular chairmen, a small minority, but particular people who have shown negligence in the approach they have taken toward their clubs and ultimately refuse to accept accountability for the long-term prospects."

'Errors may undo substantial development'

The chairman convened with officials from numerous teams to explain the responsibilities of the authority recently and maintained it represented a "forward-thinking discussion" with a "substantial involvement" from the lower divisions to the top flight.

"It's a job that's actually really important, because if errors are made, if the world of football gets it wrong, the significant advances achieved necessary will vanish incredibly quickly," the chairman stated.

"And that's what nobody wants in the realm of domestic football is a major achievement - we've got to keep it going.

"Considerable investment coming into football and has been invested for the recent generations, because certainty is lacking it will persist in entering the game, which is one of the reasons why I think we have to maintain a focused outlook on potential dangers and naturally, of the coming seasons."

Top Flight Apprehensions

The Premier League opposed the formation of an authority because of concerns about detrimental effects on the Premier League's sporting equality, but the chairman responded: "I'm absolutely committed to the prosperity and expansion as an economic entity of the elite league.

"Being fully aware of the apprehension regarding damaging the top flight as an elite competition of England. But simultaneously, if you engage with division representatives after today's meeting, they would have had a substantial amount of confidence -and, indeed, they have been telling us in private they have a considerable comfort."

Political Connections

The chairman continues to confront a "thorough examination" by the official appointments authority after he disclosed making donations to the political party in the past.

The 68-year-old provided financial support for government minister Lisa Nandy's leadership campaign, along with that of the current Prime Minister.

"I have fully disclosed my former ideological connection [with Labour], and that party membership ceased the day the parliamentary committee confirmed my selection," the chairman stated.

"I am no longer involved in any type of partisan engagement."
